This sounds like a problem I am seeing also

I have LotusScript code that contains the line:
Set RSVPDate = New NotesDateTime("August 11, 2011 6:00PM EDT")

For a user in Japan, the date field value is calculated to be:
2011/11/07 02:00:00 ZE9 (November 7th)

Hopefully someone knows how to fix this.
